The General Services Administration has authorized the use of this commercial item description in preference to Federal Specification W-L-00116/GEN and W-L-00116/51.
This commercial item description covers 35 watt, rapid-start type, energy saving fluorescent lamps at 425 ma operation.
Salient characteristics.

Average rated life – 3 hours per start – 12,000 hours
Initial lumen (after 100 hours burning) – 5300 lumens
Lumens at 40 percent of life – 4800 lumens
Color –Cool white when tested in accordance with ANSI C78.376
Designed to operate on one – or two-lamp 40 watt, lead-circuit, high power factor, rapid-start indoor ballasts that meet ANSI C82 and UL Standard 935 requirements, and in ambient temperature of not less than 18 degrees C (65 degrees F)
Dimensional and electrical characteristics shall be in accordance with ANSI C78.3.
The issues of ANSI C78.3, ANSI C78.376, ANSI C82, and UL Standard 935 in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Regulatory requirements. The offeror/contractor is encouraged to use recovered materials in accordance with Public Law 94-580, to the maximum extent practical.
Preservation, packaging, packing, labeling, and marking. Preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.
Preproduction inspection. One package of lamps, produced using the same tooling, production, and assembly method that are used for production lots, shall be submitted for examination and test in accordance with the above requirements. Documentation consisting of the certification and test data shall be presented for examination during performance of the preproduction inspection. Failure of the preproduction samples to pass the examination of one or more of the tests, the lack of required documentation, or failure of the documentation to substantiate conformance to the requirements of this CID shall be cause for rejection.
